Force empty the Windows recycle bin

In the command prompt type:
rd /s /q "C:\RECYCLER"
Each Partition holds an own recycler folder. After doing this, just delete a file on your system and Empty the Recycle Bin.

when i input that command, it reports two folders being in the recycler folder but states: access is denied. How do I correct this setting so I can totally empty my recycle bin?
I’m not sure if this works in Vista. The last time I ran it was with Windows XP.
